Almost all the boards has variable speed control with just its CPU fan header. All the other fan headers don't have variable speed control.
To get variable speed, you need three things: Bios with fan speed control, fan headers with variable speed...

I just want to point out the potential problem for rebate when Monarch's invoice date is the (presumed) shipping date instead of the purchase date. For a rebate with a narrow eligibility window, it is problematic.
