Ok the replacement came in this evening and its fixed! The new unit doesn't exhibit any issues. I bounced back and forth between monitors and it isn't doing the annoying loop. Its so nice to hit windows-p bounce to the CRT, play quake 2, exit hit...
You can try as a last hope with the manual restart:
Device manager - Display adapters - Disable/enable your graphic card, after the loop starts.
If it doesn't work it means that the adapter requires a power cycle to reset itself.
Probably nothing. It's their way of looking for an easy way out to close the ticket. "User states adapter is being used for gaming - not supported. Case closed."
