I had a great time playing NFS:Shift once I got my Logitech DFGT, they did a great job with the in-cockpit view. It's simmy enough to make a steering wheel useful and fun, but just arcadey enough to where you won't get smacked upside the head with a huge learning curve like the Race-on series.

Same here. The unit itself is pretty quiet, the only fan you need is to cool the radiator and depending on your temp needs you can get away with lower fan speeds than a totally air-cooled unit.
Stock unit/fan though is pretty darn silent. I'm pretty happy with it ( purchased during the BB sale...

Looks like it goes from $99 ( amazon sale) to $149 (bestbuy) new. After looking at wheels the past few days, that's about the cheapest you'll get for a decent quality wheel, so $65 is great for a refurb.
