I appreciate all the responses, and definately understand the points being made in the posts. A couple posters forgot that I was trying to play Rift at high settings, not play 1st-person shooters. But I do understand where they are coming from. Here are my conclusions, focused only on my desire...
My report after replacing my 7900gtx with an AMD 6950 2GB on my old system: An old 2GB, WinXP, Opteron 165 OC with a HD6950-2GB really rocks in Rift.
I play RIFT now on the extreme (or whatever it is called) gameplay setting now, still using 1920x1200. I did not turn on AAx4 (which is extra)...
Thanks for the reply, the only thing I have to go on right now is that at lower video quality settings the game runs great on my old system. At 1920x1200, Rift is running 40-60 FPS on low quality settings and 7-10 FPS very-high quality settings. That does not seem like it will be processesor...
