There is definately something wacky going on. Single gigabit uplink is fine but with plain LAG (two ports set in lag group #6 on the 24 port and 2 ports set in lag group #6 on the 48 port) and then the two switches connected together and link lights on each port... there is significant packet...

I was trying to set up the static LAG on both switches but it seemed not to be working. The 2748 is "web managed" so I don't get a lot of options. With the static LAG setup on both of the switches I can't specify the algorithm but it seems to be balance-xor. The 2748 is not sophisticated enough...
