RAM says PC2700 Kingston I think but it is actually PC3000 HyperX, motherboard won't give me over 2.6V so unfortunately I can't get the BH-5 to run any more than the ~200Mhz it is doing now :(

My i865G Chipset board says the exact same thing in CPUz--probably because the way Intel makes the chipsets there is no way to identify them any further through software--you might want to check the Dell technical specification sheet for that mobo/computer model.
A 2.4GHz P4 isn't that fast...
I've got a Biostar P4TSV (i865G based) that has a few overclocking features; there are some limitations (that I've been a little disappointed in) but it seems to me that every s478 mATX board has limitations in overclocking :(
