I feel like crying a little bit. Pulled apart my PC, PSU voltages looked fine, I tried swapping in my other PSU and same issue. booted without ram/gpu, only cpu + board + psu, still same issue. IE I didn't get a NO RAM beeping noise. I'm unsure how to differentiate between mobo/cpu issue...
