Assuming that all of the other hardware is functioning properly, I would say that is a dead CPU. Other than the fact that your computer will not start up on either motherboard, I don't know of any other way to test if it's dead. Sorry

I'll have to keep an eye out for that next time. Most of the time though, the screen flashes only for a second before it automatically restarts.

My guess would be that your computer wouldn't start at all. Or, are you talking about a cpu that is more or less "dying" rather than "dead?"
