I've considering repurposing my old HTPC hardware (AM2+ Mobo/Phenom II 940 (125w)/4gb DDR2) memory into a NAS, can anyone recommend a good low power CPU replacement to swap into the board to cut down on heat/power usage in a NAS?

Not likely to work but if you want to move forward make sure you check the all of the physical dimensions of the new LCD. Just because they're both 15.6" screens doesn't mean they have the same form factor or bezel size.
I'd suggest copying everything off the hard drive the first time you boot it up as there's no guarantee 15 year old rotational drives will power/spin up an indefinite number of times (if they work at all) and it'd be a shame to needlessly loose that data if you value it.
Chances are good an Expresscard adapter is using USB through the Expresscard slot as well so you really aren't any better off using one of those versus an external USB parallel dongle
You could probably pick up a used Windows Mobile Smartphone off Craigslist that would be cheaper and faster than most "traditional" non-phone PDAs you'll find which are likely several years old at this point.

Be careful using standard ports for unusual purposes. You would hate for someone to come along, see an unplugged ethernet cable with a port beside it and end up hooking your router to mains voltage.
If money is an issue look at the new Antec NSK 2400, I've heard good things about it and am looking into getting one myself.

I'd be hesitant to pickup a Quadro for simply gaming, the enhancements for productivity apps like CAD and 3D modelling have been know to slightly reduce performance in games. I'd definately pick up the corresponding consumer version if I had the option .
