There is still banding in games with the 2007WFP. They only fixed banding on the desktop.. If he wants a gaming monitor he needs something different. If you're connecting through VGA I'd try the LG L204WT.
The Dell uses a different panel than the other two (can't think of the exact one) and a 16ms on that panel is equal to a 8ms TN panel. The Dell is fine for games.
You need at least 30 FPS for games to run smooth. Also, I'm sure a 6800 GT would be enough to run a few games at 1680x1050 with high settings but if you want to get the most out of a monitor upgrade you will need a great graphic card.
Think of it like this, if you have an X-Fi soundcard with the worst speakers/headphones in the world would they sound as good as they could sound? No. Upgrade the graphic card first so you can get the most out of your monitor! :D

I suggest trying to play with a different monitor. Even if you have to borrow from a friend just to see if its the computer or the actual monitor.
