No fan adjustment you make is going to fix the core/hotspot delta issue you have.

The case is bad, that's clear, but you're still getting a 20+c delta between core and hotspot, nearly 25c. That's a problem you're not going to solve with more cooling.

Maybe not, but this makes it sound like you’re getting a subpar HDR experience. People say this all the time about my C2, meanwhile the damn thing makes me squint at bright elements in HDR content. I’m just not onboard with that argument.

Depends on the person. Text clarity even on my older C2 is fine, I have no issues with it. Burn in will always be a possibility with organic LED's, no way to prevent it completely. I just do my part to minimize the risk and stop thinking about it. OLED will be replaced with something else...

I was watching hotspot temps last night while playing Horizon Forbidden West (4K max, DLSS Quality, 118fps framerate cap). My TUF 4090 was only at roughly 65% load due to the framerate cap but core temps hovered around 58-60 and hotspot around 70c (reported by HWiNFO)

That seems very out of character for a STRIX 4090. IMO you have two choices, RMA it or try to fix it yourself with a re-paste. (third option is of course do nothing) Given the actual core temp is exactly where it should be, i'm thinking a mounting pressure issue. Over 15c or so there is...

I can't quite see the front of the case but the bottom has no fans. Does this case have clear, unobstructed intake airflow? I can see plenty of exhaust. I don't think I've seen my 4090 TUF's hotspot temp higher than 82-84c ever.

I have the 1000W version, its been great. Downside is the very high quality ball bearing fan is also somewhat noisy (if you have a very quiet system) but the switch for Hybrid mode solves that. I never hear it come on anymore (7800x3D/4090). I paid $180 or so a year and a half ago.
