Well I got it fixed. I have been dealing with this for months...or better ignoring the problem for months. Turns out I I had previously disabled the Nahimic software some time ago. I tried turning it back on....and now no audio delay. SHRUG.
Both machines are the most current build of Win 10. The audio is a couple seconds behind the video, seems to be behind from the start. I don't believe I have any advanced effects on, but will have to check when I get home. No detectable delay in sound pausing with my ears.
I have a Silicon Dust HDHomerun Prime that I use for live tv and dvr, in addition to the normal streaming services. I also use Plex for on the go access to shows I recorded etc.
I have a dedicated PC in my office that I use for TV that has a dual core Celeron from about 5 years and on-board...

The last two laptops I purchased were from a physical B&M microsoft store. The laptops were cheaper at MS store than other retail locations and come bloatware free for the same models. Other places had similar prices, within $10 but all had bloatware pre-installed.

So I have an opportunity to get a 1060 for next to nothing. However, it is the 3 GB version of the 1060. I am currently using a GTX 970.
I am not on a 4k display, but do have a 1440 monitor. Is it worth swapping out the 970 for an essentially free 3 GB 1060?

I think most of you are completely missing the point of the bricks. He wasn't testing anything there by stacking up the bricks other than giving you a visual aid as to how much force the retainer clip exerts.
