Oddly enough speed is fine in linux - doesn't throttle it down. Fresh install of 2008 R2 and even tried Windows 7 and issue still persists. Seems newer versions of Windows just doesn't like these guys.
Okay, had already tried the bios and power management - no changes.
Funny thing about that is I can't even ENABLE the Demand-based power management option because it crashes when booting windows.

I actually have two others and I checked those and they all are acting like speedstep is enabled on them as well, even though it isn't. They at least bump up to full speed under load unlike this one.

Anyway, in my Dell 2950 I have dual X5450 cpu's and it seems they are stuck running in speedstep mode even though it is disabled. These should be running at 3gz and are both doing 2ghz.
