How do I apply this skin...?

Okay I have searched around the net and I am not really getting any closer on how to apply a skin to windows XP. I have the StyleXP, but I want the this skin...

You need the program Window Blinds to install that skin.

It is available from Stardock.net

it really isn't a good idea to use a 3rd party app to change Windows' skin when you can use Neowin's app to alter a dll and use real skins.

keep in mind, some spyware comes bundled with some skins. what a bonus.

go to deviant art's webpage and look at their visual styles...those are just regular skins. they work great.
