I guess that it is better for me to start a new thread just for this. With the latest 8.12 catalyst, you can now convert videos using your ATI GPU.
To use the converter, you need to install the latest Catalyst 8.12 and the 8.12 Avivo Package found under "Additional Downloads" on AMD website. To open the program, go to Catalyst Control Centre and use Basic view, you will find Avivo Video Converter there.
I've tried using it and it is really fast on my HD 4870 X2 even when compared to my 3.2GHz quad core. The converter is still not perfect and I came across some problems with the program.
One of the problems is the converter doesn't support some formats or video files. Sometimes you will get an error message saying that the file is not supported. Sometimes the program would convert the file but in the end you will only get a sound without pictures when you open the converted file.
Another problem that I came across when using the converter is my GPU clock would stay at 3D clock even after the conversion is finished. The solution that I found to drop the 3D clock back to 2D clock is by logging off the computer and then log back in. Even loading a game and quit won't do the job. If you didn't use the converter beforehand, the 3D clock would drop back to 2D clock just fine after you quit the games.
Edit: I joined the webcast with David Nalasco from AMD and asked about the the formats and codecs supported. He said that the formats are listed in the release note but I have found nothing yet in the release note. He also mentioned that the converter supports H.264 and MPEG 2 on the input side.

Just click on the on demand library to find the ATI Stream video.
