Could you please recommend me a free calibration software with the ability to create ICC profiles?

ATM, I have a DTP94 color meter without any software. I've tried HCFR, but don't know how to create a ICC profile.
 
You can get BasicColor 4.1.8 or 4.1.9 that will work with this colorimeter. There is a 14-day tryout/trial version that is 100% functional here for free:

Just register an e-mail address, install it, and then create the license hardware ID, and it will let you download a 14-day trial licence.

This at the very least will give you an idea if your colorimeter is ok and can be used to get suitable calibrations.

I'll check out this HCFR software on my HTPC sometime soon and see what it does, and hopefully help you with creating an ICC/ICM file for Windowz with it, as I am also interested in seeing how it works.

Just calibrated my Dell 2209WA and it's looks excellent on both VGA and DVI
 
By the way : is there a big difference between DVI and VGA ?
I mean colours ,image quality ,crisp picture and so on.
I have DVI on my videocard,and DVI -monitor. I just wanna switch to DVI-VGA ,because under Linux my monitor is blinking,and i can't fix that.
I made a test today,so i switched to DVI-VGA ,and there was everything perfect
Honestly,i don't see any difference between the image quality ,colours...
What would you advice me? Should i stay with DVI-DVI ,or change to DVI-VGA?
Would i "lose" from the quality if i go for DVI-VGA?
 
In my case, DVI produced better image quality. It had better gamma and contrast levels. However, after calibration, it was a different story.

Also, it would appear that 2209WA has better ADC than other monitors. So it's upto you really.
 
What do you mean with "after calibration, it was a different story" ?!
Was is much better on DVI after calibration?
How did you calibre the monitor? Just with the Basic Color software,or you used some hardware as well?

1. On VGA, the gamma and contrast were inaccurate compared to DVI. It crushed the peak whites. So I had to lower the gamma and contrast on the CCC (initially). But after I did the calibration (using DTP94 and the software mentioned above), I was able to obtain excellent gamma and color accuracy across the board.

Remember, the 2209WA is a highly configurable monitor. So if you're highly conscious about image quality, it will not disappoint.
