If I wanted to, could I fill all the PCI-e slots with something? or is their like a maximum # of lanes I can run at once?

The Board comes with:

2 - PCIe 16x SLI slots
1 - PCIe 4x Slot
1 - PCIe 1x Slot

Well Could I Get 2 Videocards in SLI (16x slots)
SCSI Raid Card (4x Slot)
New Soundblaster (1x slot)

and be good to go? Thanks
 
Nope. The NF4 chipset only allows for 20 PCI-E lanes total. The two configurations for your board are:
Jumpers 1-2) x2, x1, x16, x1
Jumpers 2-3) x8, not connected, x8, x4

The jumper blocks are between the two full-sized PCI-E slots.

Ok, next question. Say I have 1 Graphics card. But I need a PCIe 4x slot at least. Can I use that second option you listed to run 1 of my cards a 8x and use the other 2 slots for my other devices? Or do I "Have" to use SLI
 
No, you don't have to use SLI if you use the x8, x8, x4 configuration. I actually use that one with my X800XL, so I can put it into the lower x16 slot- then it doesn't exhaust hot air all over the NB.
