If the system was dropped and the symptoms appeared after that, it's extremely likely the hard drive is messed up.

It's also very likely that optical drive in the system doesn't support burned cds. A lot of the drives that were slower than 8x didn't. I had that issue on an old PC and haven't dealt much with old macs and burned cds.

I haven't used that cable, but you should have no problems charging your iPod from it or your system. To find out if it's charging, you'll notice a lightning bolt in the upper right next to the battery.
Make sure to download the newest version of iTunes from the web as well as the iPod Updater.
What type of powerbook do you have?
Does OS X see 512 MB total (meaning the 256 original chip + the 512 buggy chip?
If it only sees 256 it's only reading the original memory.
