Failure to nobulate back to manufacturer media ?

i have someone who gets this error message when attempting to boot to windows "Failure to nobulate back to manufacturer media" The system does not get the vista loading scree at all.. It shows a command prompt style screen with the error message and references to the WINRE_FIST and an X logical drive. also all this junk gets spit out when it fails :

'Nobulate' seems to have something to do with Dell and their recovery partition, you may want to call their tech support
