It ended up being my video card. I went ahead and replaced it with a 8800gt. I used an endangered 939 socket motherboard I found at Goodwill, lol. I'll tell you guys how it turns out.
I bought this card when it first came out. It's the Nvidia manufactured one. I was on the bleeding edge back then, lol. The warranty is expired :(

If it also helps, I can boot into safe mode (by blindly using the keyboard after POST), and it looks fine. I've tried Driver Cleaning and rebooting. Same results.

My friend recently bought a GeForce 6600GT Overclocked graphics card with 128MB GDDR3 ram by BFG Tech (runs on a PCI-express slot).

I try to boot ANY nvidia drivers for my 6800gt (and my MX 440 card that I know works). I boot comp. I get past Windows XP logo screen. Then the screen goes black. I can hear the Windows booting music, so I know the comp is working! It's such a tease.
I can access the comp through safe mode...
