    The chips will perform the same running at 40°C v. 35°C, it's only till the 90°C+ range that you need to start looking at temperatures closer. Honestly, I wouldn't have bothered ordering thermal paste to begin with, you won't need it.

    There are a few <24" monitors with 1920×1080 resolutions, so most people assume 1680×1050. In this case, it doesn't really matter, as both resolutions are well above standard definition material. As for your second line... more or less, your system won't have a problem playing standard...

    For the desktop only, I'd guesstimate &#8776;100 considering what my company sells older boxes like these for. So overall, I would guess 200 would be the high side of someone's offer, with 150 probably being closer to it. All USD btw.

    If you're talking about standard definition stuff upscaling, then yes it'll happen. The way I would look at an HTPC is the ability to deliver the power you need to do what you want while minimizing power draw, heat dissipation, and noise level.     What's defined as minor, because the quad will definitely deal with the encoding much better. Both have the horsepower to do the ripping, playback, and HTPC stuff. What about pricing?
