I think what he means is to attach the stock drive bay panel that came with your case to the sliding tray of your dvd drive. Then push your drive back a bit so the panel is flush with the rest of the case when the tray is closed. You can either solder a new switch somewhere else for the eject...
Another way to avoid static is to install the power supply first, plug the power supply in and leave it switched to OFF, or switch the power strip you have the power supply plugged into off. Good luck on your build.

There is only 1 120 MM fan that exhausts air out the back. Depending on the orientation of your power supply, it may also be exhausting air out back also. Most people orient their side panel fan to blow air over their video cards and other pci cards. Also many guys buy another hard drive cage...
