Small variances are normal in multi-core processors. An answer to your other question, those temps are great. I overclocked my e2200 with stock cooling when idel temps were 35C, so you will be fine.
I would try putting it in a different PCIe slot. If you are only running one card on an SLI board, there is usually a certain slot you are suppose to use.

Are you using the optional fan? Also, what kind of case is it in? Since that is a passive heat sink, it relies on good airflow over the board. Just some things to check.
