Just FYI, the cards are exhibiting "coil whine" - one much worse than the other. I swapped to a MSI Z87-G45, 4770k and Corsair AX1200 and it made no difference. So clearly, mobo, processor and power supply make no difference to the whine.

If anyone has a X79 mobo or X58 mobo and a 290x crossfire setup, if you could do the following for me, it would be GREATLY appreciated:
1. Turn on crossfire and use ATI 13.11 v9.5 beta drivers.
2. Load up hitman: absolution and turn on vsync.
3. See if the audio crackles and/or the game...
just FYI, I'm on a "clean" boot of windows 8 with basically nothing besides a keyboard, mouse and speakers and a monitor, still occurs.

Using CCC to force vsync actually does nothing, vsync is still off.
Using radeon pro and forcing vsync, it still stutters exactly the same. Literally no difference.

My friend put together a X79 system with two 290x's and it has the EXACT same audio crackling and SUPER LOW fps with vsync enabled. Looks like AMD really missed the mark on this one.
By the way, my friend also had the exact same "audio crackling" that I have as well. He has onboard sound, but I was using x-fi dedicated sound card. Same thing...
