I have two similar HTPC setups and I had to upgrade them to quad cores. everything ran smoothly afterwards. it all depends on how much you want to spend but I would pick even a 2.5ghz quad core over that 2.8ghz.

this might not help if you are playing the vanilla version of sins but if you are playing the expanions then you have access to starbases and they have an ability that keeps the planet's goverment safe even if the planet is wiped.
