1u socket am2 cpu cooling

I have a 1U server that I am planning to have running all the time.
It is a socket AM2 motherboard and I am running a 65W Athlon 64 X2 4400+

I currently have this cooler

it is nice but loud as hell I wanted to find a new quieter solution.

The 4 solutions I have found so far are:
Buy an aluminum heatsink with fan

Not too expensive
Says it is designed for using mobile cpus
I have a blower blowing onto the cpu from the edge of the motherboard

Buy a passive heatsink

I have a quiet blower in the case thats blowing right onto the cpu, so this could potentially work. Still, I really care about cpu lasting a long time so I wouldn't want to push it.
Or do you all think this wouldnt be a bad idea if I test it and make sure the temps dont don't go too hight?
maybe it wouldnt be worth risking it, I care about hardware lifetime more than anything else.

Use a fan control knob to reduce the power to the cooler I already have and hopefully make it quiet enough for max load
I have one of these knobs already
Don't have to buy anything
Will this cause problems with the bios/os trying to change the fan speeds?
Will this wear the fan out?

I have that last copper fan on my HTPC setup with an X2 4200 running RMClock to lower idle and full load voltage to the absolute minimum. It does run cooler than I was expecting but its still warm as its cooling area is small.

You could always mod things together, get the passive cooler and something like a PCI slot cooler thats designed to be mounted into a PCI slot and has a thin fan that blows out of the case, mount the slot cooler to one end and let it push the air through the passive heatsink but that means you will need to have space to mont the fan to one side of the cooler.
