3200+ and Neo2 Plat O/Cing Help

When it comes to O/Cing, Im not too big of a newb, but I recently upgraded to a S939 3200+ and a MSI neo2 plat from my Epox and my Athlon XP. In this new territory I am having much difficulties O/Cing my new system. First off, my specs.

MSI Neo2 Plat, bios 1.3
Winchester 3200+
Zalman 7000A Alcu
OCZ PC3200 Rev2 (1T timings)
Antec 350W
Radeon9800 (not sure that matters at all)

Anyway, my problem is this, I cant seem to get my FSB above 209. Not sure what Im doing wrong.
First thing is that my vcore is set at 1.5v , but the actual readings come up at 1.41v.
Secondly, vdimm is set at 2.7v

Does anyone use MSI's core Center for O/Cing or am I better off doing it from BIOS

When it comes to the NB, yes, I have applied AS5 on it

Damn. Peopel should read more before posting. Already a bunch of threads on this.

Turn your HTT down, use a 166 memory divider and move your SATA drive to #3. These things usually solve most OC'ing problems on this board.
 
Ok, finally got it to OC after putting in the memory divider.

Also, which is better for performance, HT at 5x or 4x ? And what is the difference
 
use htt 4x for anything over 220 fsb and 3x for anything over 260. htt doesnt affect peformance too much
