Thoughts: considering building cheaply and upgrading the CPU sooner rather than later.
Other thoughts: I'm going to probably get another monitor (not included in build, cheap TN panel for sure). Considering getting a 3rd just to try out eyefinity...just a thought though.

1) What will you be doing with this PC? Gaming?
Gaming and a little bit of everything. A CPU good enough for gaming should be good enough for everything else.

2) What's your budget? Are tax and shipping included?
600-1000$ 1000$ is kind of the upper limit. I'd like to spend less where it makes sense to spend less.

3) Where do you live?
Near a microcenter.

4) What exact parts do you need for that budget? CPU, RAM, case, etc. "Everything" is not a valid answer. Please list out all the parts you'll need.

Possible to reuse a 4870 but I think I want to upgrade it..

1900x1200 monitor with display port.

By the end of this month I need to have it. I'll be getting parts til I can build it.

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.
Not really. Onboard RAID for RAID 1...maybe? No real plans for a hardcore RAID setup so this feature can be ignored.

10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? 32bit or 64bit?
Yes, Windows 7 64bit.

Couple questions.
1. Going i7 is going to add how much to the total cost? around 200$? I don't think I will go i7 but I'm just considering the option should I decide for a beefier CPU.
2. is the GTX460 viable or should I just got with the 5850?
 
Going Core i7 would cost you at least $200 more, especially if you bought the processor, motherboard, and memory from Micro Center:

$200 - Core i7 930
$220 - Gigabyte GA-X58A-UD3R
$170 - Corsair XMS3 3x2GB DDR3 1600 (assuming you can find it in stock)
 
Yeah, I guess just like I thought. Could I get a double check if that WD Blue a good choice? I've heard good things about samsung drives lately. I just need something fast for the most part.
 
The WD5000AAKS (aka the Caviar Blue) and the Samsung F3 drives are good choices as they all use 500GB drive platters.
