690 and x79 question

I have a question that hopefully someone can answer. Here are my specs:

Intel 3930k @ 4.6

Asus P9X79 Deluxe with 3203 bios
eVGA GTX 690
16GB GSkill DDR3 2100
PC Power&Cooling 750 Silencer

My question is this... GPU-Z is stating that im runing at PCIe 16x at 3.0. The Nvidia control panel says im running at 8X 3.0. And SiSoft Sandra says im at 2.0. Now i know the 690 has a 3.0 bridge, so its either 8x or 16x but what program is correct and is there another way to find out for sure? If im at 8X 3.0 ill try that exe file that makes X79 boards run at 3.0. I would know if i had a 680 but the 690 is different due to the 3.0 bridge it has on the GPU. Any help would be great, ive been googleing for 2-3 days now.

Where does the Nvidia control panel show that info? Out of curiosity I started up GPU-Z on my system and for Bus Interface it says PCI-E 2.0 X 16 @ X8.1.1 even after I did the render test but I put both my GTX 680s (SLI) in my blue x16 IDE slots. MSI P67A-GD65 Core i5-2500k
Does my motherboard throttle down to x8 x8 in SLI?

EDIT: yes it does
