Accelero S1 Turbo Module noise problems?

I have installed the supposedly silent Arctic Cooling Turbo module, and it's the noisiest fan in my case. It sounds like any other 80mm fan running at a decent speed. Is there something wrong with mine, or have other people noticed it's noise too?

And why didn't it have the 4 pin connector (adapter) to plug it into the video card to allow it to throttle with the temperature?
