Advice on a $600 laptop for friend

My friend's mother is looking for a laptop for him for his birthday, and would like some advice as I know little to nothing about laptops, I have never even owned one
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Basic school work, browsing internet, ect
2) What's your budget? Are tax and shipping included?
$500-600 w/ shipping
3) Where do you live?
I believe it would be sent to Gillette, Wyoming (82718)
4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
