Advice on a $600 laptop for friend

My friend's mother is looking for a laptop for him for his birthday, and would like some advice as I know little to nothing about laptops, I have never even owned one o_O
1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Basic school work, browsing internet, ect
2) What's your budget? Are tax and shipping included?
$500-600 w/ shipping
3) Where do you live?
I believe it would be sent to Gillette, Wyoming (82718)
4) What exact parts do you need for that budget? CPU, RAM, case, etc. Please be very specific.
