Whoa, whoa... Why wasn't I aware of the LiveKernelReports folder inside the Windows folder???
It seems to store dumps even when there's no BSOD!!! I have 15 of them and of the 3 I analyzed...

DEFAULT_BUCKET_ID: GRAPHICS_DRIVER_ENGINE_TIMEOUT
BUGCHECK_STR: 0x141
...
MODULE_NAME: atikmpag
IMAGE_NAME: atikmpag.sys
DEBUG_FLR_IMAGE_TIMESTAMP: 5253fa42
FAILURE_BUCKET_ID: X64_0x141_IMAGE_atikmpag.sys
BUCKET_ID: X64_0x141_IMAGE_atikmpag.sys
You've got to be kidding me. Like, seriously. The graphics card kernel driver?
Now check this out: there are exactly four (4) entries for "GRAPHICS_DRIVER_ENGINE_TIMEOUT" on Google. Three of those are for Nvidia. And no solutions. Edit: ah, well, that's probably because of the analyzer I'm using, linked below. Have to google more.
For now, I have disabled the AMD External Events Utility service. This says to get rid of Catalyst Control Center and only leave the drivers. CCC is running on .Net, and I haven't installed any updates. Be as it may, both things are gone.
Oh boy.
Warl0rd - go check your LiveKernelReports folder and upload it here.
So basically after I have fixed this, I'm left with the hard drives spinning down, spinning up and spinning down on shutdown. That, and undoing all the stuff I've done in the past two weeks trying to find what's causing the freezing
