The problem: when you boot into Windows the GPU clock is set to the "load" clock instead of "idle" clock - e.g., with a 4870x2 when you boot into Windows the GPU clocks should be 507/507 instead of 750/507. One would have thought ATI would have fixed this issue by now (CAT 8.10) but they haven't. For those wondering I use the latest version of GPUZ and the latest beta of Everest to monitor my hardware.
So I ask all of you to continue to submit feedback about this issue to ATI: ATI Catalyst Crew Feedback.
The current fix? Load a fullscreen 3D app at startup and close it. Problem solved.
