Best ~$30-$40 Air CPU Cooler?

Over clocking a 2.26B and I'm trying to hit 3Ghz. I want to make sure I have more than enough cooling. Would a $40 air cpu fan and heatsink be enough to accomplish this task? If so, could you please give me some suggestions on which one to buy? thank you very much.



forgot to add the mobo is an ABIT IT7 if that matters.

Also, I need to add that I don't care if its loud. Fan hum really doesn't bother me. thanks again

isn't it just a heat sink? What kind of fan would it need? just a regular 80cm?

Yeah, that heat sink is awesome, just about the best p4 aircooling you can get. It doesn't come with a fan, so you will be needing to get one. It can take 80mm, 90mm or 92mm. Obviously 92mm is bigger, so that's probably the one you'll want to get.

If noise is not a factor at all, look into getting a 92mm vantec tornado. It pushes 119 CFM at 56.4 dBA.

If you want something quieter look into getting a 92mm panaflo, which is what I have. 56.8 CFM at 35 dbA (much, MUCH quieter):

I see the tornado pushes waaaaaaaay more air than the panaflo. Is there a way to set up the tornado so it only blows a certain amount of air and more if needed without buying extra stuff? like can my mobo do that on its own?
 
I'm thinking of going for the SP-94 myself when the summer months come. My main consideration now is what fan to get for good performance without a lot of noise. I have a Coolermaster Aero 4 (friend gave to me), and with the SP-94 the tough decision for me is the fan.

I was eyeing the Vantec Stealth, but I don't know if the performance would be good enough, so probably a Panaflow low output fan would be better.

Any suggestions? I want roughly 40cfm but between 25 and 30db max.
