BSOD Before Login Screen on Windows XP Startup

Hello. My laptop has been acting perfectly fine until I decided to install IE7 on it. I downloaded it straight from Microsoft's website and installed. When prompted to restart, I said no, exited some programs, then manually restarted. I then left the computer to restart and went away for a few minutes. When I got back, it was stuck on a BSOD. It reads:

STOP: c000021a {Fatal System Error}
The Windows Logon Process system process terminated unexpectedly with a status of
0xc0000020 (0x00000000 0x00000000).
The system has been shut down.

I have not been able to bypass this. I've tried safe mode and loading my last good configuration, but I hit the same BSOD right before it would normally show my login screen. Does anyone have any idea what I can do to fix this? I'm quite pissed that only Microsoft's programs are the ones to destroy my operating system.

I'm on Windows XP Home SP2. Thanks for any help.
 
This just happened to me this week. My power supply was dying.

Got a new one at the store and all is ok now.
