CPU, Ram, Power supply, DVD drive, hard drive, case, GPU (integrated is fine), wireless keyboard + mouse, wireless adapter

USB 3.0, Sata 6gb/s, Onboard gpu if possible (needs HDMI)

10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?

This will be a pure budget build for my cousin, a secondary computer that will be used to browse the net and watch videos on the bedroom TV. To save money, I'm currently looking at AMD, mostly for the integrated GFX at a cheap price point. Below is what I'm looking at, but am open to suggestions or changes. Note that I still need a wireless mouse/keyboard combo (the adapter is easy, there's tons at ~$10):

I think you are referring to the AMD APUs, not what you linked. The FX AMD cups don't have onboard video. That motherboard does, but it's not good (ATI Radeon HD 4250).

I think you could go with the AMD A8-3870K + a motherboard (FM1 socket) combo on Newegg.

His budget is up to $800. I have a feeling he could get a better computer for $800. For $400 there are not a lot of options, IMO.

Read the OP's answer to Question 1: That kind of use does not need a PC that costs anywhere near $800.
 
Hmm, yeah that Dell might be the best bet if that's the final "shipped" price.
