as far as I know BGA1023 has no desktop motherboards. Even if you could get them you can't use them outside of laptops.
It's not like you can replace or even install them on a laptop either, unless you're really good with a soldering iron...
These are both mobile only processors that are being offered as tray only at this time. They wouldnt be usable on any desktop chipset board. If you are really looking for a good low power desktop processor the best I can advise is the Intel® Core i3-2100T it has a low TDP of only 35w.

While there is indeed a pin grid array socket for sandy bridge laptop processors and supermicro do indeed do a board for it the "ultra low power" models the OP linked seem to be BGA only.You people don't know where to look:

There are sockets for BGA chips, but they're pretty fragile.
How about to a non-engineering sample board that actually uses one?

why not just get an i3 2100T or regular and underclock/undervolt it?
