Can you gift 2 copies of a game to someone? (steam)

I bought a four pack of Torchlight 1 & 2. They came as separate gifts (3 of each game). Can I gift someone 2 copies each of Torchlight 1 & 2? Will they be able to forward them to someone else?

So much information to comb through on this. Most of it users already have the game etc, or situations that are a bit different. I've heard everything from won't be able to do it, the person can forward the email they will get from steam to a friend, or yeah no problem.

yes, when they get the gift invite theres an option to add it to their inventory or add it to their account.
