Cannot change dialing rules; any ideas?

Customer PC, using PeoplePC & Dialup. Vista Home Premium is OS.

We cannot make any changes to the dialing rules. We need to change it from the home area code to our locations, plus set it to dial 9 to dial out.

when we attempt to do this, it doesn't save the settings.

try removing the dialing rules altogether, and exit. does that get saved? If not, your DUN is borked, trying uninstalling/removing the modem from device manager, reinstall it and see if Vista fixes the DUN issue
