Can't change fan settings with current drivers?

I have current 163.18 drivers and using RivaTuner 2.04 and I can't seem to adjust the fan settings from the default 60%, I can't overclock but not much because it keeps crashing (I'm assuming due to over-heating).

I tried setting in both nTune and in RivaTuner to 85% for the fan but it keeps defaulting back to 60% x___x
