One of the major mods for civilization 4 has just gone into the final stage. It right now is no longer adding new features, but instead the last bit of bug checking.
Fall from heaven 2 is that mod. You can think of it as a complete reworking of civ 4. It has magic, fantasy, and many completely different races/civs.
