Setting C1E and Speedstep to off didn't work. Didn't think it would.

put on some ear plugs, that would help
I guess I'm going to have to live with it. I understand that coil whine can reduce over a period of time once that card/PSU is broken in.
It is only really noticible when loading games, ie FEAR 2. Strangely not TF2 or Left 4 Dead. ATI Tool sends it into a full on concert.
