Computer case electrocuting a little to the touch

Hey guys, i just took my computer out of its case and into another case, And now for whatever reason when i turn it on, i can feel a small voltage running through it when ever i touch the case, The feeling comes up to about my forearm. The computer turns on, and once it starts to boot it turns off completely. I'm guessing its shorting out or something? But im not sure where. Any ideas?

hmm. Maybe its the mobo to the case.
