Computer Won't Power Up

I recently tried to turn on my computer for the first time in a few months, and the lights on my cd-roms go on for a split second and go off, and I don't hear any fans and or hard drive spinning. I am not sure what to go about checking first. Any help would be greatly appreciated.

I would think probably power supply, hard drive, or mobo. What are your specs? And another question.... why the hell havent you turned on your computer in a few months???
