Controlling fan speed on the 8800GT

I'm not sure what exactly is going on but my XFX 8800GT video card is really loud at idle. I don't think it was ever this loud before but I did move over to an intel system and I am now using Vista 64. So my question is, any way I can lower the fan speed in 2D mode? I don't care how loud it is during playing but I hate to hear it when I'm surfing the net. Be advised though that this is Vista 64 and I've read some of the addons are not compatible with this OS.
 
Either Rivatuner or EVGA Precision, basically same tool, Precision is just much simpler.
