Could it be the PSU?

I'm overclocking my x2 4200+ Toledo core on my Asrock Dual Sata2 mb. I can get it up and running near 3.1 ghz but it doesn't pass prime95 and/or superPi. I did have it running tested and stable at 2970 for a bit but now it is slowly starting to have issues. I had it at 11x270=2970 but a few days later COD2 made a weird sound in-game then froze (it was a 2-3 second period between start and freeze). I lowered it to 11x268 which ran for a day or two then COD2 did it again with the sound 'fade to freeze'. I lowered it to 11x266 which worked for a few days then it did it again. I now have it at 11x265 and I'll test it in COD2 today.

I tried to up the Vcore above the current 1.5v. When I set it to 1.525, Windows came up but while I was surfing the web, it froze (it was at 11x266 at that time). I can up the VCore some more but I think the PSU is the issue. It also froze up after the monitor had gone to sleep but I'm not sure how long it was asleep before the freeze.

Temps are recorded with CoreTemp. I never get above 45-48C when I'm playing COD2 (~50C max while Prime95 testing). It is water cooled so I think the temps are pretty accurate.

I have a Fortron FSP AX400-PN which has 12v1: 18a and 12v2: 16a. 18a x 12v = 196watts max. The PSU calculator v2.5 says my CPU needs ~180-185 watts when overclocked to 2970 @1.5v. Is it possible I'm getting close to the 18a max for the rail?
