CPU fan not spinning, has to spin manually to power up

So a friend of mine's computer has a C2Duo with the retail heatsink fan, and every so often his system fan starts beeping like mad because his processor is overheating, and after a few minutes, shut down if its not stopped. It turns out that his cpu fan has just stopped spinning, but it'll jerk forward a little bit like its trying to start spinning, but just doesnt have the momentum. To fix it, everytime it beeps he has to manually give it a push for it to start spinning, and then the problem is fixed for the moment.

Is this a problem with the heatsink/fan, or is the motherboard just not providing enough power? This has been going on for a few months, and he can either buy a new heatsink, or RMA the motherboard, or maybe just get a heatsink thats powered directly from the powersupply. Thanks for any advice you guys can give.
 
Try another fan on the same header. From what you've given us, either the motor for the fan is going, or the mobo is not giving it the juice it needs to get over the friction to start moving.
If you plug in the new fan and it works fine, the fan's bad. Cheap and easy fix :).
If it still sputters and such, mobo isn' supplying right amount of power (either voltage or wattage is incorrect) to the header. RMA time.
 
Try checking the BIOS. There might be some fan speed settings you can adjust.
 
Set the CPU fan to 100% in the CMOS.
If its not too loud you can keep it like that (assuming it fixes the problem).
 
Get a 3 pin to 4 pin molex adapter. This will run the fan at a constant full speed though.

Other wise get a Zalman fan mate and just leave the stock fan at a quiet 1200rpm. If you do not overclock you will not get too hot a processor.
