crt tv "cutting off"

and im playing my 36o with the hd cables and my picture is being cut off from all sides. is there any way to fix this, or is that just how its supposed to be?

Sounds like overscan. All CRTs have some level of overscan.

Are you sure you dont have any "zoom" or "wide" modes selected on the tv? If so then the only way to fix it would be to enter the service menu and adjust overscan, I'm not familiar with the service menu on Philips tv's but I bet someone over on AVS CRT forums would know: http://www.avsforum.com/avs-vb/forumdisplay.php?f=64
