Good and cheap. Did the job for a couple years as I recall.

Good for lower tdp applications imo. Also this is about the going rate. You can rely on them being around this price often. It’s a good cooler especially for the price.

For $21.90, Thermalright Burst Assassin 120. Better heatsink with 6 heat pipes. The one in the OP is cheaper and probably the cheapest cooler you can get that isn't complete trash, but for $4 more there is a slightly better option.

Have you guys seen the Peerless Assassin Mini? They make a black and a white version: https://www.thermalright.com/product/peerless-assassin-120-mini-black/
Not super cheap at $35 but it's dual tower and compact. Heatsink is 135mm tall. Fan may add a few mm just from the pictures but I may be wrong. GN just mentioned it in a news video recently and said they were going to test it out fairly soon.

Phantom Spirit 120 is around the same price. Of course this has a smaller size, so it can be a good option depending on your setup.

Phantom spirit 120 is about the best you’re going to get for $30-35. I was more than impressed for the price coming from the likes of higher end noctua coolers for years.

I went with the AssassinX which at the time was about this price, came with technopuke color and had same heat pipe number as similar priced ones and wasnt planning on overclocking my 7700x, and it's been perfectly fine for me. The two fan two tower design while it could cool better and be "futureproof" is really overkill for my needs
