did my cd/dvd rom drive die?

i was burning an iso into a cd and without finishing it ejects the cd, now when i try to run cds on it it says "please insert cd"

at first i thought this might be a software problem so i tried booting from a windows xp cd and it doesnt boot, it would just stop for a bit at "booting cd:" and skip onto booting windows, the strange thing is that it can still read dvds

do i need to rma this drive? or could there be other reasons its not working? iv already tried updating the drive to the latest firmware

also my cd/dvd drives a nec 3540a

Does it power on (blinky lights on boot?)
Does the BIOS screen recognize it?

Yes/yes? you have a windows issue
No to any of the other questions, you have a bad drive/mobo/PSU connector. Troubleshoot them in the order of cheapest parts first. Change PSU connector, swap drive, swap mobo.

for windows, remove the drivers for the IDE channels and reboot, let windows autodetect them again.
